After more than 7-years working as the most successful CCW instructor in Nevada, I have learned that the system itself is designed to suppress and block minorities from availing themselves of the right to self-defense. Through the Nevada Sheriff's & Chief's Association, (a civilian organization not subject to laws that protect rights) sheriffs departments in Nevada are colluding with the association to throttle down CCW permits for minorities.
County sheriff departments are enforcing policies that are not statutorily supported that restrict access to your right to protect yourself. LVMPD currently denies an applicant for a CCW permit if they admit to using marijuana in the last 12-months. This is not backed by any state or federal law. This unfairly targets Black citizens and veterans.
In a scheme that can only be financially motivated, we have evidence to support the belief that sheriffs departments are actively using marijuana to strip citizens of their right to obtain a CCW permit by illegally accessing dispensary records (that require a warrant to obtain) for the purpose of stripping a citizen of their permit. Through this tactic, sheriff departments can accept the $100 fee, then revoke the license by later pulling dispensary records.
Through the Concealed Carriers Union, we created CCW testing in 4-languages to give non-English speaking citizens the opportunity to better understand their rights and responsibilities as gun owners. This program was summarily rejected by the Sheriff's Association and LVMPD. This unfairly affects minorities who have the same rights as those who are fluent in the English language.
The Nevada Sheriff's & Chief's Association is a civilian organization with no power to do anything other than create training standards for CCW courses. Today, they are investigating instructors, holding disciplinary hearings, and revoking licenses. This bypasses the rights of citizens who are entitled to due process. The Sheriff's Association has been sued several times and thus far have avoided accountability because they are not government (though they are acting in a governmental capacity).
Lawsuits have been ineffective so far at stopping the illegitimate Sheriff's Association from systematically violating the rights of citizens. The Nevada State Legislature has authority over the association and when I am elected to represent Assembly District 6, I will immediately initiate an audit of the Sheriff's Association and county sheriff departments to ensure they are following the law when it comes to concealed weapons permits.
I will also introduce a bill that will ensure that language barriers will not be a barrier to citizens availing themselves of ALL of their constitutional rights. This will include provisions that all essential testing and applications related to matters of right will be provided in multiple languages.
I will initiate an investigation into the CCW permit process to ensure that all sheriff departments are in complete compliance with the law, including their policies on marijuana as compared to current court rulings.
As your State Legislator for District 6, I will evaluate my position on other proposed bills and actions and vote based on the needs of District 6.
